In Jeremiah, even Moses and Samuel could not change God's decision against his people. In 3 Enoch, God promises rescue after the same appeal to these men, connecting their remembered prayers with hope rather than rejection.

Jeremiah 15:1
Hebrew Bible
1 Then the Lord said to me, “Even if Moses and Samuel stood before me pleading for these people, I would not feel pity for them! Get them away from me! Tell them to go away! 2 If they ask you, ‘Where should we go?’ tell them the Lord says this: ‘Those who are destined to die of disease will go to death by disease. Those who are destined to die in war will go to death in war. Those who are destined to die of starvation will go to death by starvation. Those who are destined to go into exile will go into exile.’

And not only that, but He joined fellowship with Moses in every place, as it is written (Ps. xcix. 6): "Moses and Aaron among His priests." And again it is written (Jer. xv. 1): "Though Moses and Samuel stood before me" (Is. lxiii. 5): "My own arm brought salvation to me". Said the Holy One, blessed be He, in that hour: "How long shall I wait for the children of men to work salvation according to their righteousness for my arm? For my own sake and for the sake of my merit and righteousness will I deliver my arm and by it redeem my children from among the nations of the world. As it is written (Is. xlviii. 11): "For my own sake will I do it. For how should my name be profaned".

who also fulfilled a role of civic leadership.61 Both figures had the titles of
“prophet” (Deut 34:10; 1 Sam 3:20) and “man of God” (Deut 33:1; 1 Sam 9:6).
Dale Allison observes further similarities in the biblical narratives.62 ...”
