Isaiah 51:7
5 I am ready to vindicate, I am ready to deliver, I will establish justice among the nations. The coastlands wait patiently for me; they wait in anticipation for the revelation of my power. 6 Look up at the sky. Look at the earth below. For the sky will dissipate like smoke, and the earth will wear out like clothes; its residents will die like gnats. But the deliverance I give is permanent; the vindication I provide will not disappear. 7 Listen to me, you who know what is right, you people who have my law in their heart.22 Don’t be afraid of the insults of men; don’t be discouraged because of their abuse. 8 For a moth will eat away at them like clothes; a clothes moth will devour them like wool. But the vindication I provide will be permanent; the deliverance I give will last.” 9 Wake up! Wake up! Clothe yourself with strength, O arm of the Lord! Wake up as in former times, as in antiquity. Did you not smash Rahab?26 Did you not wound the sea monster?

"... According to Isaiah 2:3 (and Micah 4:2) “torah will proceed” from Zion in the end times; in the sense of Deuteronomy 17:11 such torah decides cases of conflict between the nations. Similarly, torah for the nations proceeds from the servant of God (Isaiah 51:4; 42:4); Isaiah 51:7 presupposes Jeremiah 31:33 ... It is not entirely clear which traditions are mirrored in this pointed discussion of Yahweh’s torah: the Sinai tradition certainly plays a decisive role here (compare Hosea 8:12 with the gloss in Exodus 24:12 and with Joshua 24:26); opposition to the priestly torah has already been mentioned; influences of wisdom tradition have also been posited - in fact, the use of torah as a designation of Yahweh’s entire will (only in Exodus 18:16; Genesis 26:5 and Psalm 105:45 speak of Yahweh’s torah; the compulsion to form series effects these passages) is reminiscent of the discussion of the parental torah in Proverbs (see 3a; compare Isaiah 30:9 with Proverbs 4:1; Compare also Job 22:22). The use of moreh in the phrase “oracle terebinths” (Genesis 12:6; Deuteronomy 11:30; and in the place-name in Judges 7:1) also belongs to the now-lost prehistory of Yahweh’s torah ..."
