44 In spite of this, however, when they are in the land of their enemies, I will not reject them and abhor them to make a complete end of them, to break my covenant with them, for I am the Lord their God. 45 I will remember for them the covenant with their ancestors whom I brought out from the land of Egypt in the sight of the nations to be their God. I am the Lord.’” 46 These are the statutes, regulations, and instructions which the Lord established between himself and the Israelites at Mount Sinai through Moses.

45 But I will remember the former covenant with them whom I brought out of the land of Mizraim in the eyes of the nations, that I might be their God. I am the Lord. 46 These are the statutes and judgments and laws which the Lord appointed between His Memra and the sons of Israel, in the mountain of Sinai, by the hand of Mosheh.

"... Scripture uses the plural "Torahs," which Rabbi Akiva reasonably explains in Sifra as a reference to the aggregate of individual laws, each of which is called a “Torah” in the Bible. Another, anonymous sage in Sifra interprets the plural as a hint to the Written and Oral Torahs. Onkelos resolves the problem by converting the plural to the singular ... Memra: Rather than depicting the Lord establishing His Torah between Him and the Israelites, the connection is between the people and divine wisdom (memra) ..."
