1 Enoch 9:11
9 And the women have borne giants, and the whole earth has been filled with blood and unrighteousness as a result. 10 And now, behold, the souls of those who are dead are crying and pleading to the gates of heaven, and their lamentations have risen: and cannot stop because of the lawless acts that are committed on the earth. 11 And You know all things before they happen, and You see these things and You allow them, and You do not tell us what we should do regarding them.'

4 You gave up their wives for booty and their daughters to captivity, and all their booty to be divided among your beloved children who burned with zeal for you and abhorred the pollution of their blood and called on you for help. O God, my God, hear me also, a widow. 5 "For you have done these things and those that went before and those that followed. You have designed the things that are now, and those that are to come. What you had in mind has happened; 6 the things you decided on presented themselves and said, "Here we are!' For all your ways are prepared in advance, and your judgment is with foreknowledge.

"... 1 Enoch 9:11 ... In this final strophe, the author returns to the subject of God's omniscience (compare with verse 5). It is, first of all, construed as knowledge rather than sight; contrast verse 5. Moreover, God's omniscience is foreknowledge, a point made somewhat more strongly and with deterministic connotations in Judith’s prayer (Judith 9:5-6; compare also Testament of Moses 12:4-5). Verse 11 returns to the language of verse 5 and God's seeing the events on earth. What God sees are the specific events in question. Thus, the pattern of verse 5 + verses 6-8 is repeated: God's omniscience; his awareness of the specific events of concern to the person praying ..."
