In Genesis, Isaac tells Esau he will live by his sword, which many Jewish traditions applied to Rome. The Ladder of Jacob similarly describes a ruler from Esau's descendants who rules Jacob's descendants by force.

Genesis 27:40

Hebrew Bible
37 Isaac replied to Esau, “Look! I have made him lord over you. I have made all his relatives his servants and provided him with grain and new wine. What is left that I can do for you, my son?” 38 Esau said to his father, “Do you have only that one blessing, my father? Bless me too!” Then Esau wept loudly. 39 So his father Isaac said to him, “See here, your home will be by the richness of the earth, and by the dew of the sky above. 40 You will live by your sword but you will serve your brother. When you grow restless, you will tear off his yoke from your neck.”

Ladder of Jacob 5:1

Pseudepigrapha, Hebrew Bible Expansions
1 The first that stumbles upon the steps […] angels ascending and descending and faces in the midst of the steps: the Most High will raise up an heir of the descendants of your brother Esau, and all the lords of the nations of the earth will accept it, who have done evil against your seed, and will be given into his hand, and they will find him hard to bear. 2 But he begins to rule them with violence and to reign over them, and they cannot resist him, until the day when his decree goes out against them to serve the idols […] and to all those who appear in such a cause, and so many [to the Most High] of your race, so many to Thalkonagargael.

“... To many, the "true" identity of the Romans was not hard to find: their love of war, their swaggering cruelty, and their living "by the sword" all suggested that they were the spiritual descendants of Esau. Indeed, there must have been something comforting in thinking of the Romans as the present-day equivalent of biblical Esau, for just as God had helped Jacob to triumph over his physically larger and stronger brother, so He might help the Jews to throw off the Roman yoke: [...] [An angel tells Jacob:] "The Most High will raise up emperors from the descendants of your brother Esau [that is, Rome], and they will receive all the power of the races of the earth who have caused harm to your seed. And they [that is, your "seed"] will be delivered into his [Esau's, that is, Rome's] hands and he will ill-treat them. And he will begin to hold them by force and rule over them, and they will not be able to oppose him, until the day when his decree will go out against them to worship idols and sacrifice to the dead." ...”
