In Genesis, Jacob’s deathbed blessing gives Judah the scepter and the right to rule the nations. Jubilees moves that royal blessing earlier to Isaac, promising Judah dominion over the nations while ranking him below Levi.

The command (Ethiopic) or prediction (Latin) that Judah will be a royal ruler over Israel echoes several phrases in Jacob’s blessing of him in Genesis 49:8, 10: “your father’s sons shall bow down before you” (verse 8); “The scepter shall not depart from Judah, / nor the ruler’s staff from between his feet” (verse 10; see Testament of Levi 17:6; 21:6).
