Exodus 24:12
11 But he did not lay a hand on the leaders of the Israelites, so they saw God, and they ate and they drank. 12 The Lord said to Moses, “Come up to me on the mountain and remain there, and I will give you the stone tablets with the law and the commandments that I have written, so that you may teach them.” 13 So Moses set out with Joshua his attendant, and Moses went up the mountain of God.
Jubilees 1:1
1 During the first year of the Israelites' exodus from Egypt, in the third month — on the sixteenth of the month — the Lord said to Moses: “Come up to me on the mountain. I will give you the two stone tablets of the law and the commandments which I have written so that you may teach them.” 2 So Moses went up the mountain of the Lord. The glory of the Lord took up residence on Mt. Sinai, and a cloud covered it for six days. 3 When he summoned Moses into the cloud on the seventh day, he saw the glory of the Lord like a fire blazing on the summit of the mountain.

"... As he did in the title sentence, Jubilees’ author again cites Exodus 24:12, this time an almost exact quote of the full verse ... Why this verse in particular? While other biblical verses speak of God giving the Ten Commandments to Moses, the fact that Exodus 24:12 mentions “the stone tablets, the torah and the commandment” seemed to state clearly that Moses was given many more than those ten. In fact, this verse might be interpreted as implying that Moses received a body of commandments even beyond those contained in the Torah—after all, it speaks of “the torah [understood as the Torah, i.e., the whole Pentateuch] and the commandment[s].” This formulation seemed to leave room for laws outside of the Torah, such as the additional stipulations found in the book of Jubilees itself ..."
