Zephaniah 1:12
11 Wail, you who live in the market district, for all the merchants will disappear and those who count money will be removed. 12 At that time I will search through Jerusalem with lamps. I will punish the people who are entrenched in their sin, those who think to themselves, ‘The Lord neither rewards nor punishes.’ 13 Their wealth will be stolen and their houses ruined! They will not live in the houses they have built, nor will they drink the wine from the vineyards they have planted.
Amos 9:3
2 Even if they could dig down into the netherworld, my hand would pull them up from there. Even if they could climb up to heaven, I would drag them down from there. 3 Even if they were to hide on the top of Mount Carmel, I would hunt them down and take them from there. Even if they tried to hide from me at the bottom of the sea, from there I would command the Sea Serpent to bite them. 4 Even when their enemies drive them into captivity, from there I will command the sword to kill them. I will not let them out of my sight; they will experience disaster, not prosperity.”

Zephaniah 1:12 and Amos 9:1-4 Textual relationship between these texts is indicated, as Perlitt points out, by the verb 'to search' in the first person imperfect Piel form which occurs only in Zephaniah 1:12 and Amos 9:3. Moreover, these two verses are the only occurrences in the OT of שפח with Yahweh as subject. A second indication that these texts are related is the thematic and lexical similarities between Zephaniah 1:12, where people in Jerusalem say, “Yahweh will not do good, nor will he do harm” and Amos 9:4 where Yahweh says, “And I will fix my eyes on them for evil and not for good”. A further indication that Zephaniah alludes to this Amos text is that already in Zephaniah 1 allusion has been made to other texts from Amos. This strengthens the claim for an allusion to Amos 9:4 ..."
