Nehemiah 10:34

33 for the loaves of presentation and for the regular grain offerings and regular burnt offerings, for the Sabbaths, for the new moons, for the appointed meetings, for the holy offerings, for the sin offerings to make atonement for Israel, and for all the work of the temple of our God. 34We—the priests, the Levites, and the people—have cast lots concerning the wood offerings, to bring them to the temple of our God according to our families at the designated times year by year to burn on the altar of the Lord our God, as is written in the law. 35 We also accept responsibility for bringing the firstfruits of our land and the firstfruits of every fruit tree year by year to the temple of the Lord.

16 All the people of the land will contribute to this offering for the prince of Israel. 17 It will be the duty of the prince to provide the burnt offerings, the grain offering, and the drink offering at festivals, on the new moons and Sabbaths, at all the appointed feasts of the house of Israel; he will provide the sin offering, the grain offering, the burnt offering, and the peace offerings to make atonement for the house of Israel. 18 “‘This is what the Sovereign Lord says: In the first month, on the first day of the month, you must take an unblemished young bull and purify the sanctuary.

"... The tamid is to be financed by all the people, not merely by the leaders or the rich (Nehemiah 10:34). It is striking that Ezekiel (45:13-16) insists that the ingredients for the tamid be furnished by the people even though in 45:17 he contradicts Nehemiah 10:34 by prescribing that the king, called nasi’, is responsible for supplying the sacrifices for the Sabbaths and festivals ..."
