Isaiah 1:26
24 Therefore, the Sovereign Lord of Heaven’s Armies, the Powerful One of Israel, says this: “Ah, I will seek vengeance against my adversaries, I will take revenge against my enemies. 25 I will attack you; I will purify your metal with flux. I will remove all your slag. 26 I will reestablish honest judges as in former times, wise advisers as in earlier days. Then you will be called, ‘The Just City, Faithful Town.’” 27 Zion will be freed by justice and her returnees by righteousness.
Zechariah 8:3
1 Then the message of the Lord of Heaven’s Armies came to me as follows: 2 “The Lord of Heaven’s Armies says, ‘I am very much concerned for Zion; indeed, I am so concerned for her that my rage will fall on those who hurt her.’ 3 The Lord says, ‘I have returned to Zion and will live within Jerusalem. Now Jerusalem will be called “truthful city,” “mountain of the Lord of Heaven’s Armies,” “holy mountain.”’ 4 Moreover, the Lord of Heaven’s Armies says, ‘Old men and women will once more live in the plazas of Jerusalem, each one leaning on a cane because of advanced age.

"... ('Jerusalem will be called the faithful city') in Zechariah 8:3 is strongly reminiscent of Isaiah 1:26 ('you will be called a righteous town, a reliable city'). In both Zechariah and Isaiah, the oracle is addressed to Jerusalem. Moreover, it can be noted that in both passages Yahweh's action is necessary for there to be a righteous city. In Isaiah 1:26 the expressions clearly refer to verse 21 ... In verses 25 and 26, Yahweh promises to cleanse Jerusalem and restore it morally, and therefore it will again be called a righteous town and a reliable city. In Zechariah the description of the Israelites' disobedience at the end of chapter 7 could also be regarded as such a background, but no verbal connections like those in Isaiah can be pointed out. Therefore, it is clear that the present expression in Isaiah is better integrated in its context than the similar expression in Zechariah, and that Zechariah is thus dependent on Isaiah ..."
