Deuteronomy 28:28
26 Your carcasses will be food for every bird of the sky and wild animal of the earth, and there will be no one to chase them off. 27 The Lord will afflict you with the boils of Egypt and with tumors, eczema, and scabies, all of which cannot be healed. 28 The Lord will also subject you to madness, blindness, and confusion of mind. 29 You will feel your way along at noon like the blind person does in darkness and you will not succeed in anything you do; you will be constantly oppressed and continually robbed, with no one to save you.
Zechariah 12:4
2 “I am about to make Jerusalem a cup that brings dizziness to all the surrounding nations; indeed, Judah will also be included when Jerusalem is besieged. 3 Moreover, on that day I will make Jerusalem a heavy burden for all the nations, and all who try to carry it will be seriously injured; yet all the peoples of the earth will be assembled against it. 4 On that day,” says the Lord, “I will strike every horse with confusion and its rider with madness. I will pay close attention to the house of Judah, but will strike all the horses of the nations with blindness. 5 Then the leaders of Judah will say to themselves, ‘The inhabitants of Jerusalem are a means of strength to us through their God, the Lord of Heaven’s Armies.’

"... It has often been pointed out that verse 4 is very close to Deuteronomy 28:28 where these words are used to describe the panic, frenzy and blindness which will come upon the people of God if ever they are disobedient to the prescriptions of the code of law ... The first and third of these occur in Zechariah 12:4a, while the second, affecting the horses, comes in 4b. In that the second and third of the terms occur only in these two places it would seem that a conscious allusion was in mind. Again, therefore, we have a kind of reversal of judgment. That which was threatened against God's own people if they were disobedient now becomes the fate of the nations who set themselves against Yahweh's purposes for his own people ..."
