Column 1
1 And this is the rule for all the congregation of Israel in the last days, when they gather [to the community to walk] 2 according to the judgment of the sons of Zadok, the priests, and the men of their covenant who turned [away from walking in the] way of 3 the people. They are the men of his counsel who kept his covenant in the midst of wickedness, to atone [for the land.] 4 When they come, they shall assemble all who come, from children to women, and they shall read in [their hearing] 5 all the statutes of the covenant, and instruct them in all their judgments, so that they do not stray in their errors. 6 And this is the rule for all the hosts of the congregation, for every native in Israel. From [his] youth 7 they shall teach him the Book of Hagi, and according to his age they shall instruct him in the statutes of the covenant, and [he shall receive] 8 his discipline in their judgments. For ten years he shall be counted among the children, and at twenty years of age [he shall pass] 9 [over to] those enrolled, to enter the lot in the midst of his family, to join the holy congregation. He shall not [approach] 10 a woman to know her by lying with her until he has fully reached twenty years, when he knows [good] 11 and evil. Then she shall be received to bear witness against him about the judgments of the Torah, and to take a place at the hearing of the judgments. 12 And when he is fully of age, at twenty-five years he shall come to take his place among the foundations of the holy 13 congregation, to do the service of the congregation. At thirty years he shall draw near to argue a dispute 14 and a judgment, and to take his place among the heads of the thousands of Israel, as commanders of hundreds, commanders of fifties, 15 [commanders of] tens, judges and officers for their tribes in all their families, [at the] word of the sons of 16 Aaron, the priests, and every head of the fathers of the congregation to whom the lot falls to take his place in the services, 17 to go out and come in before the congregation. According to his understanding, with the perfection of his way, he shall strengthen his loins for the position, [to perform] 18 the service of his work among his brothers. Between great and small, [one more than] another, they shall honor each his fellow. 19 When a man’s years grow many, they shall give him his burden in the service of the congregation according to his strength. And any simple-minded man 20 shall not enter the lot to take a place over the congregation of Israel for dispute and judgment, or to carry a burden of the congregation, 21 or to take a place in the war to subdue nations. Only in the register of the army shall he write his family, 22 and in forced labor he shall do his service according to his ability. And the sons of Levi shall stand, each in his position, 23 at the word of the sons of Aaron, to bring in and lead out all the congregation, each in his order, under the heads of 24 the fathers of the congregation, as commanders and judges and officers, by the number of all their hosts, at the word of the sons of Zadok, the priests, 25 [and all the] heads of the fathers of the congregation. And if there is a summons for all the assembly, for judgment or 26 for a council of the community or for a summons to war, they shall sanctify them for three days, so that everyone who comes 27 may be ready for them. These are the men called to the council of the community from the age of twenty: all 28 the [wise men of] the congregation, and the discerning and the knowing, perfect in the way, and the men of valor, with 29 [the commanders of the] tribes and all their judges and their officers, and the commanders of thousands and commanders [of hundreds]

1 and of fifties and of tens, and the Levites, each within the [division] of his service. These are 2 the men of renown, those summoned to the assembly, who are appointed to the council of the community in Israel 3 before the sons of Zadok, the priests. And any man afflicted with any one of all the impurities of 4 a human shall not enter the assembly of these. And any man afflicted with these, so as not 5 to hold a position in the midst of the congregation; and anyone afflicted in his flesh, crippled in feet or 6 hands, lame or blind or deaf or mute, or afflicted in his flesh with a blemish 7 visible to the eyes; or a stumbling old man who cannot hold himself up in the midst of the congregation: 8 these shall not enter to take their place in the midst of the congregation of the men of renown, for holy 9 angels are [in] their [congregation]. And if [one of] these has something to say to the holy council, 10 they shall inquire of him from his own mouth, but into the midst [of the congregation] the man shall [not] enter, for he is 11 afflicted. [This is the] sitting of the men of renown, [summoned] to the assembly for the council of the community, when [God] 12 fathers the Messiah with them. [The priest] shall enter at the head of all the congregation of Israel, and all 13 [the fathers of the sons of] Aaron, the priests, [summoned] to the assembly, the men of renown. And they shall sit 14 [before him, each] according to his honor. And afterward the Messiah of Israel [shall sit], and before him shall sit the heads of 15 [the thousands of Israel, each] according to his honor, according to [his position] in their camps and on their marches. And all 16 the heads of the [fathers of the] congregation, with the wise men [of the holy congregation], shall sit before them, each according to 17 his honor. And [if] they gather [at the] table of the community [or to drink the] new wine, and the table of the community is set 18 [and the] new wine [is mixed] for drinking, no one [shall stretch out] his hand to the first portion of 19 the bread and [the new wine] before the priest, for [he] blesses the first portion of the bread 20 and the new wine, [and stretches out] his hand to the bread first. And afterward the Messiah of Israel stretches out his hands 21 to the bread. [And afterward] all the congregation of the community [shall bless], each [according to] his honor. And by this statute they shall act 22 at every meal [when] at least ten men are gathered.
