Tobit 14:6
5 "But God will again have mercy on them, and God will bring them back into the land of Israel; and they will rebuild the temple of God, but not like the first one until the period when the times of fulfillment shall come. After this they all will return from their exile and will rebuild Jerusalem in splendor; and in it the temple of God will be rebuilt, just as the prophets of Israel have said concerning it. 6 Then the nations in the whole world will all be converted and worship God in truth. They will all abandon their idols, which deceitfully have led them into their error; 7 and in righteousness they will praise the eternal God. All the Israelites who are saved in those days and are truly mindful of God will be gathered together; they will go to Jerusalem and live in safety forever in the land of Abraham, and it will be given over to them. Those who sincerely love God will rejoice, but those who commit sin and injustice will vanish from all the earth. 8 So now, my children, I command you, serve God faithfully and do what is pleasing in his sight. Your children are also to be commanded to do what is right and to give alms, and to be mindful of God and to bless his name at all times with sincerity and with all their strength. So now, my son, leave Nineveh; do not remain here.
Revelation 7:9
4 Now I heard the number of those who were marked with the seal, 144,000, sealed from all the tribes of the people of Israel: 5 From the tribe of Judah, 12,000 were sealed, from the tribe of Reuben, 12,000, from the tribe of Gad, 12,000, 6 from the tribe of Asher, 12,000,from the tribe of Naphtali, 12,000, from the tribe of Manasseh, 12,000, 7 from the tribe of Simeon, 12,000, from the tribe of Levi, 12,000, from the tribe of Issachar, 12,000, 8 from the tribe of Zebulun, 12,000, from the tribe of Joseph, 12,000, from the tribe of Benjamin, 12,000 were sealed. 9 After these things I looked, and here was an enormous crowd that no one could count, made up of persons from every nation, tribe, people, and language, standing before the throne and before the Lamb dressed in long white robes, and with palm branches in their hands. 10 They were shouting out in a loud voice,“Salvation belongs to our God, who is seated on the throne, and to the Lamb!”

"... Revelation takes up the most universalistic form of the hope of the Old Testament. It will not be Israel alone that will be God's people with whom he dwells. It will not even be the eschatological Israel, redeemed from every nation. Rather, as a result of the witness of the church called from every nation, all nations will be God's peoples. In his statement of this hope, John goes further even than Zechariah, who expects many nations to join the elect people, Israel, as proselytes, thus becoming 'my people'. In Revelation 21:3, all humanity becomes God's peoples. Other Old Testament texts could also have influenced this formulation (Isaiah 19:25; 25:6; 56:7; Amos 5:12; Psalm 47:8-9; compare Tobit 14:6-7). We should take this to mean, not just (some) human beings as opposed to angels or animals, but the human race. It has the universalistic sense which it commonly has in Revelation's usage ..."
