Daniel 7:8
8 “As I was contemplating the horns, another horn—a small one—came up between them, and three of the former horns were torn out by the roots to make room for it. This horn had eyes resembling human eyes and a mouth speaking arrogant things. 9 “While I was watching, thrones were set up, and the Ancient of Days took his seat. His attire was white like snow; the hair of his head was like lamb’s wool. His throne was ablaze with fire, and its wheels were all aflame.

2 If He closes the windows of heaven, and withholds the rain and the dew from descending on the earth on your account, what will ye do then? 3 And if he sends forth his anger against you because of your deeds, are you able to entreat him because you say great and hard things against his righteousness? Thus you will have no peace. 4 Do you not see the kings of the ships, how their ships are tossed about by the wave and are rocked by winds and are in danger?

"... The present text and verse 3 draw on and presuppose foregoing Enochic tradition where the activity describes those who are condemned. In particular, the expression “you say with your mouth great and hard things” is influenced by the Book of Watchers at 5:4 (compare also Daniel 7:8, 11, 20, 25 and Revelation 13:5–6 in which such speech becomes a defining feature of God’s arch-opponent). In this text, the sinners, in contrast to the obedient orderliness of nature (2:1–5:3), are accused as follows ..."
